Served to grade of Sergeant First Class, Aviation Section, Signal Corps, 1917-1918; commissioned Second Lieutenant, Air Service, July 1918. Career assignments include: various duties as company and field grade officer, 1918-1939; staff officer, Inspector General's Department, 1939-1942; Deputy Chief of Staff, Maintenance and Supply, Second Air Force, 1944-1946. Retired September 1948. Died in Bremerton, WA.

Personal and official papers relating to McGinnis' career in the military legal system and his inspection activities, primarily for 1918-1949. Contains course materials, copies of publications and legislation, and other materials collected by McGinnis relating to the military legal system. Also includes correspondence and reports regarding McGinnis' inspection activities with Second Air Force and materials on supply and maintenance, Air Service Command, and production of aircraft, particularly the b-29, for WWII. Also contains many US Army Regulations AR 1-6 to AR 615-26 for 1923-1943. Includes materials relating to various duty stations to which McGinnis was assigned during his career.
